Summary

About the Position: Serves as the Exceptional Family Member Program manager supporting a Medical Readiness Command in the U.S. Army Medical Command. Position is located at Falls Church, Virginia.

Duties

Plans, directs, and controls the overall administrative operations of the Exceptional Family Member Program and Family Member Travel Screening. | Tracks medical screening failures, identifies trends, and coordinates with Department of Defense Education Activity and TRICARE. | Trains Exceptional Family Member Program and Family Member Travel Screening personnel on Department of Defense, Army, and Defense Health Agency policies; conducts staff assistance visits and inspections for compliance. | Performs staff officer duties including authoring regional policies, responding to congressional inquiries, and presenting to various audiences | Plans and assigns work to subordinates, evaluates performance, handles disciplinary measures, and interviews/selects candidates.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing or administering health care delivery programs such as the Exceptional Family Member Program (EFMP) or similar medical screening programs; Analyzing health care program requirements to develop policies or procedures; Providing training and oversight to medical or administrative personnel on program policies; and coordinating with external agencies or medical providers to resolve complex health care administration or patient assignment issues.

The OPM Qualification Standard provides the following examples: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.


This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
