Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management (HRM), Occupational Safety and Health (OSH), and will be filled in three of the following locations:

Duties

The incumbent serves as the headquarters' expert authority in the field of industrial hygiene, providing technical advice to all CBP headquarters leaders, senior management officials, and field supervisors. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).

Typical duties include:
  • Serving as the headquarters' expert authority in the field of industrial hygiene, providing technical advice to all CBP headquarters leaders, senior management officials, and field supervisors.
  • Advising management of findings and when warranted, takes corrective action to develop and implement measures to diminish the health risks.
  • Conducting environmental health and safety surveys, inspections, and program evaluations that include, but are not limited to asbestos removal; abatement, operation and maintenance programs; radon testing and remediation; indoor air quality testing and mediation; lead in water testing; hazardous materials handling; ergonomics; tuberculosis; blood borne pathogens; confined space entry; and the Hazard Communication Program.
  • Responding to management, employee, and union complaints or grievances of potential health hazards by conducting studies, inspections, and surveys involving illumination, noise, toxic chemicals (including asbestos), as well as, air quality, ergonomics, food sanitation, water supply, ventilation, temperature, insect and rodent control, solid and liquid waste disposal, and personal protective equipment (respirators and eye protection).

Qualifications

Individual Occupational Requirement

The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:

A. A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;

or

B. A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;

or

C.
Certification from the Board for Global EHS Credentialing (formerly American Board of Industrial Hygiene(external link) (ABIH)).

Courses in the history or teaching of chemistry are not acceptable. Copies of your current registration, transcripts or degree must be submitted at the time of your application. In addition to meeting the basic requirement listed above, applicants must have at least one year of specialized experience described below.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Conducting studies and surveys of a variety of industrial environmental problems.
  • Collecting of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical and biological stresses.
  • Analyzing the data acquired and the prediction of probable effects of exposures on health and well-being of workers and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/22/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
