Summary

The incumbent serves as the Health Application Services Office (HASO) supervisory lead and reports directly to the IMS Chief. HASO is a national program affecting all IHSC staff. The primary function of the supervisory lead is to provide administrative and operational oversight of the IHSC electronic health record system portfolio.

This position is only open to USPHS officers who are currently IHSC employees.

USPHS Call to Active Duty (CAD) candidates are not eligible for this position.




Duties

DUTIES AND RESPONSIBILITIES:
  1. Supervises and manages a multidisciplinary team responsible for implementing and leading initiatives associated with the IHSC EHR system portfolio.
  2. Exercises independent judgment and decision-making authority in managing HASO operations, including prioritizing projects, allocating resources, and resolving operational issues related to the EHR system portfolio.
  3. Oversees major EHR project restructuring, including system upgrades, fixes, and enhancements; assesses progress, identifies key milestones, and addresses project delays.
  4. Develops operational plans and policies necessary to achieve IHSC EHR system strategic objectives and goals.
  5. Work closely with the Office of Chief Information Officer (OCIO) Program Manager, Office of Acquisition Management (OAQ), Operations and Management (O&M), and EHR development teams to ensure contractual requirements, Requirement Traceability Matrix (RTM) items and Change Requests (CRs) are met.
  6. Supports the development and implementation of the EHR infrastructure strategy and roadmap to standardize EHR and operational services in alignment with IHSC management objectives.
  7. Monitors and evaluates the effectiveness of EHR system enhancements and operational improvements by tracking key performance indicators such as system uptime, user satisfaction, and project completion timelines. Responsible for achieving targets set by IHSC leadership and reporting progress to the IMS Chief.
  8. Serves as the primary point of contact for IHSC clinical leadership, IT teams, vendors, and other internal and external stakeholders regarding EHR system initiatives. Facilitates regular meetings and communications to ensure alignment of EHR system objectives with stakeholder needs.
  9. Ensures all EHR system activities comply with applicable federal IT security standards, privacy regulations, and data governance policies, including DHS-specific requirements. Coordinates with OCIO and IHSC compliance officers to maintain audit readiness and address findings.
  10. Identifies professional development needs for HASO staff and coordinates training opportunities to enhance technical, supervisory, and operational skills. Provides mentorship and guidance to team members to support career growth and performance improvement.
  11. Leads HASO's planning and response efforts for continuity of operations during emergencies, system outages, or critical incidents. Develops and maintains contingency plans to ensure uninterrupted access to EHR systems and services.
  12. Responsible for leading and organizing User Acceptance Testing (UAT) of all EHR contract items, system fixes, and new upgrades/features.
  13. Other duties as assigned.

Qualifications

PREFERRED QUALIFICATIONS:
  1. Minimum of 2 years of Health IT experience or familiarity with EHR systems and healthcare workflows
  2. Ability to provide input for contract documents, including Performance Work Statements (PWS), Statements of Work (SOW), and Quality Assurance Surveillance Plans (QASP), and to effectively communicate contract requirements and processes.
  3. Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information preferred.
  4. High degree of initiative, and follow-through on a wide range of sensitive, complex, and programming issues.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  1. A degree in Health Information Management, Information Technology, Computer Science, Healthcare Administration, Nursing, Pharmacy, Medicine, or closely related field
  2. Minimum 2 years of supervisory or team lead experience
  3. Knowledge/experience with contracts; COR Level III certification is highly recommended
  4. Knowledge/experience with project or program management.
  5. Knowledge of program policies and guidelines, and operating procedures relating to health information.
  6. For licensed incumbents, ongoing compliance with licensure requirements is essential. Clinical duties within the scope of licensure may be required during critical agency needs.

However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission. | Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position. | PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.
