Join the Indian Health Service team at the Great Plains Area Drug Dependency Unit (GPADDU) in Winnebago, NE. Serve as the Chief Executive Officer, leading a multidisciplinary team and guiding residential substance use disorder treatment services to support quality care and positive outcomes for the communities we serve.

• Develops and implements long- and short-term plans, policy priorities, and program objectives to support the effective delivery of residential treatment services.
• Directs and coordinates program operations, multidisciplinary services, and resources to ensure effective and responsive service delivery.
• Provides administrative and management direction to multidisciplinary staff, including establishing priorities, assigning work, evaluating performance, and addressing personnel and operational issues.
• Evaluates program operations and implements quality improvement activities to improve program outcomes and service delivery.
• Ensures program operations and services comply with applicable regulatory, accreditation, policy, cost, and quality requirements.

General Schedule Qualification Standards - Health System Administration Series 0670

An Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration, with coursework in health care administration. OR

Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

• Missions, organizations, programs, and requirements of health care delivery systems;
• Regulations and standards of various regulatory and credentialing groups; and
• Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicant must also possess:

• Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
• Knowledge of the interrelationships and interdependences among various medical and administrative services and programs.

Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

• Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
• Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
• Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience administering healthcare, behavioral health, substance use disorder, or residential treatment programs and services, including coordinating program operations, multidisciplinary services, and resources to support effective service delivery; experience managing or leading personnel, coordinating multidisciplinary workforce activities, establishing priorities, and supporting organizational or program goals through effective staff and resource management; and experience evaluating program operations and performance, supporting quality improvement activities, and ensuring compliance with applicable regulatory, accreditation, policy, or program requirements.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.
